There is no Hardware bypass available for ipad mini4.

Note: this is not work for i pad mini 2, Wi-Fi only
On Model A1490 – GSM and Model A1491- LTE remove the resistor #3 and #4. Make a jumper on position #2. Or instead of a jumper on position #2 you can solder in resistor #3 on position #2. you will turn off the modem and change identity of your iPad.
