3gs factory unlocked after 6.1.3
'Your iphone could not be activated because the activation server cannot be reached. Try connecting your iphone to itunes to activate it, or try again in a few minutes

just downgrade baseband if its 6.15, thats it.

Check if your host file is OK, if not delete it. Also check if you have internet connectivity on you PC and try. If you are doing it with the carrier network it can fail; already happened to me.
