Here is other situation:
Phone is Booted in BROM mode with
VOL keys or Erased Memory or Test Point or Forced by eFUSE.
In this situation need have preloader file to Enable DRAM

Solution:
Specify in Open menu requested preloader file
or
Specify scatter file which points to preloader (with [FH] button)
or
Boot in Normal mode (if Secured phone allows it)

if not have required preloader file, can try any other proloader file
with same MCU, which includes required MEMORY chip Id (MB1X here)
