Hi all!!! Has entered a code, the phone (7650) writes " Not allowed "! What to do? Help please!

Cable F-bus (4-pin), Windows 98se and XP.
How it is necessary to do it?

P.S. There is worker Phoenix, it removes a log - file and writes down it as *.ask. For the further work it is necessary *.reply. Can you know a format of this file, or there is a sample of a file from any phone for a phoenix. It would be possible to substitute... What idea...
