8310 - Restricted - GSM-Forum

Can someone help me please? I have a 8310, which when switched on shows "Phone Restricted" enter code. I assume this means it has been blocked by the phone companies - correct or not?
Also, am i correct that the IMEI No cannot be changed on the 8310? Many thanks in advance
