Write cert or super imei?

Is the sae thing with 2 different names. Super IMEI are certs provided by developer in his software, you can choose from a list, and CERTS are files readed or bought that you can select what you want.

Ok but when many people use same super imei for many phone in one country, this is not problem?

sometimes, imei blocked by samsung, just try another cert

At keast in my country not, I think in most of countries there is no problem. But sometimes if imei is public and use in many countries and for a lot of people it get barred, like happens with super imei.

Are the carriers who block imeis to their networks, not samsung. Just to clarify.
