I found the Solution:

Phone is softbricked, red light flashing.

Find Redmi Note 3 testpoint, make testpoint with phone conected with battery, Device Driver Change from HS-USB Diagnostics 900E to "9008", then flash kate_global_images_V8.1.3.0.MHRMIDI_20170122.0000. 00_6.0_global_54e8cb0251 with XiaoMiFlash 2016.08.30.0.

I think you can try with another flash starting with "kate"
