If the phone has Imei null and does not have a baseband then you can not repair it and you can not write a certificate either.
First repair the EFS folder. If you do not have any tool that has this function, you could do the following:
1. Flash the phone using s / n
2. Flash the phone with a combination file
a. Root
b. Root explorer
c. Delete the files that are inside the EFS folder
d. Re start the phone
