Even with combination firmware it fails every time

I have resolved the problem but with difficulty. I used ES file explorer to delete EFS contents, rebooted and IMEI was 000000000000. Tried Chimera to write cert and it failed. I used BST with UART cable to write cert and it worked.

Problem was with corrupt EFS all this time, strange thing is now I am able to write cert again using chimera tool, so problem was with EFS, chimeratool works just fine!
