Iphone said unlock but still lock - GSM-Forum

I order this AT&T iphone 4s, it came back unlock but when I put a sim in, it said still lock and when I check iphoneox it said simlock status still lock. So I order from my second server and it came back unlock also, but when I check it, it is still lock. How can I get this Iphone unlock?

So far all Iphones I order from you didn't have any problem, except this one.
