There is no lock on SCL24 .
But due to some tricks used by samsung it won't get network.

without having set in hand its impossible to make solution for such phone.this include all japan phones.

if you have unlocked set you can "read NV without tick QCN" with gcprokey. also you can read QCN 100% same as qpst via gcprokey share here so every one can use it.
