What I've found interesting is in
com.lge.networksettings/.LteGsmUmtsSettings
com.lge.networksettings/.ManualCSGSelection
this commands are expecting for "SU" permision.
And in the app LGHIDDENMENU 1.7(is the last version I know) it doesn't show IOT(CDG2), it is like same bug boxes are using to select "LAB NETWORK". It doesn't show anymore.
I have found this option using other way, but it ask for root. Maybe this is the way to get it unlocked.

check the modem. flash with different firmware and see what happened.
It should be software problem not the hardware

IF you can root the phone then try sending as "su" command:

adb shell su -c am start <insert_the_activities_below_here>

Sorry I don't. Modem can extract or flash only modem in octopus. Try to find kdz in internet.

MAKE SURE YOU FLASH THE RIGHT ONE with right security . wrong one can hard brick the phone

I hard brick my H918 by accident

I'm pretty sure it's QCN. I will try to upload the QCN for you tomorrow
