Try enabling the modem port properly via the following adb/at commands.
Just remember some commands may fail, while other may work.
You may have to experiment a bit to see what works for you.
Sometimes the solution is as simple as plugging the phone into another usb port or another computer.

ADB+Diag+Modem
----------------------
adb shell setprop sys.usb.config diag,acm,adb
adb shell setprop persist.usb.eng 1
adb shell setprop usb.rndis.enable 1
adb shell echo 1 > /sys/class/usb_composite/modem/enable

You can try to force the USBSettings activity to pop up on the setup screen via:
adb shell am start -n com.sec.modem.settings/com.sec.modem.settings.usbsettings.USBSettings
OR
adb shell am start -n com.sec.android.app.phoneutil/com.sec.android.app.phoneutil.USBSettings
OR to enable uart
adb shell echo 1 > /sys/class/sec/switch/uart_en

May need to restart the phone after finishing all the command via
adb shell reboot

OR

You can play around with these AT commands to enable usb/modem:
AT+UARTSWIT
AT+USBCHANG
AT+USBMODEC
AT+USBMODEM

And here are some test command to try but be careful
AT+AIRPLANEVALUE
AT+BATGETLEVEL - ?
AT+CIMI
AT+DEVCONINFO - Long info
AT+FACTORST - ?
AT+FUS? - DL mode
AT+GSN - IMEI
AT+IMEINUM
AT+SERIALNO
AT+SIZECHECK - Storage info
AT+SIZECHECK=1,0 - Storage info
AT+SVCIFPGM=1,1 - Short Info
AT+SWDLMODE - ??
AT+SWVER=1,0
AT+SWVERSION=1,0
AT+SYSSCOPE=1,0
AT+WPROTECT=1,0

Some AT commands may require a sufix at the end:
=1,0/1 - Read value
=2,0/1 - Write value
