Put a verizon sim card in phone and power on. Once you see LTE on top take out sim and GSM sims will now work. You only have to do that one time.

I have the same issue - Cert Pass - but when i search for signal it would say "Error while searching for network"

When they say match IMEI to MEID Ex. IMEI 1234 = MEID 1234 - how do you match them when one accepts 15 characters and the other one 16 characters. I wish anybody here who has successfully resolved this issue share a walkthrough. Thanks!

1- Put a verizon SIM, make factory reset from software menu.
2- Bypass activation process... wifi, skip, later etc
3- Enable usb debugging, install drivers, connect phone to pc.
4- Using Debloater by Gatesjunior software, deactivate VzwActivationAgent apk, apply changes and restart.
5- Do not touch anything, wait for 1-3 mins, full 2g signal.

Hope it helps, just tested it myself.
