N935S Find owner lock help

I have a Note Fan Edition (N935S) that every time i wipe it, a screen pops up right before it fully boots up asking to either call, or enter password to unlock phone. Is there a way to remove it? Would pay if there is a service to do it. FRP is off but OEM lock is on so i cannot flash TWRP and just flash a rom over it. Greatly appreciate any help. Device is in binary 3

Wipe, dont connect to internet. At this point you have a few options to prevent it from popping back up as soon as you have internet. Make dual imei if not already, or change imei, or can attempt Rmm unlock.

The owner screen pops up without any internet connection. I tried flashing combo file then just stock sboot boot and system, and while it boots without a wipe, same result.

If you have working adb with stock system, you can attempt rmm unlock if you have a tool that supports.

ADB does "work" but when trying to get the pop up to accept USB debugging, it never pops up.
