Possible you may changed efs with some fancy tool. reflash fresh 16 mb file then unlock it or use efs unlocked as it is. Nov 27 2013 RIC_S183_RBTL21FV1.0.0B07 or RIC_S183_NL_RBTL21FV1.0.0B09 100% supported from first release of zte cdma tool. inner build should be "RIC_S183" to continue unlocking which is changed/damaged in your case.
