i have a hang on logo y7 2019, i want to flash it, inside it has the DUB-LX2 8.2.0.138(C636) so i nead this firmware to fix it if anybody help,

You can try to flash with this firmware through upgrade mode,

Dubai-L22 8.2.0.132(C636CUSTC636D1)_Firmware_8.1.0_r1_EMUI8. 2_05015PLF

As i remember the phone couldn't enter upgrade mode, maybe it has some hardware probleme, so i didn't test the rom.

Good, if you cannot enter the upgrade mode it is not a hardware problem, sir, if not simply that the partitions are damaged, by bad update, bad flashing, etc.
You need the image of the software boad, the loader and do test point and with qfil you can bring it back to life, taking into account that you have to uncheck the ODM partitions and the GPT partitions so that the huawei restarts correctly and does not stay in the same brick state.
Golden rule in this trade of mobile phones, before doing any operation, you have to backup the security of the phone, qcn, efs etc.
