Depending on if you have an iPad with cellular and wifi, you can have the iCloud removed using a hardware fix. For iPhones and wifi only iPads though, you can't do jack based on hardware.

U need to replace baseband, eeprom, nand and procesor or you need to reprogram nand to fit processor. Not worth doing. Iphone system is very complicated and protected. All data on nand memory is encrypted usig 4 keys, one of them is fused in procesor. If the processor is not working you cant decrypt any data from nand.

The new Iphone from 6 upwards, it will be impossible to unlock without bypassing icloud. If you know the owner, you could have call Apple and delete the icloud account so the iphone can be use.
