I know that ipbox works with Iphones but can it also crack the password of an Ipad 2 with Ios 7?

Yes, it will work on any 32bits device regardless of IOS version (ipad2, 3, 4 and mini1).
Ipbox don't crack any password. Just help to write a new SN which is not linked to a icloud account.

It does not crack any passwords? i was under the impression that the IPbox tries every password from 0000-9999 to unlock an apple device?

I don't know about other versions, but ipbox v2 is used only to program nand ic.
But if the only problem is lock screen password, you can put into dfu mode and restore with iTunes.
This method will also update IOS version to last one available (IOS9.3.5 for ipad2) and erase all data but the tablet will be reset, and you will be able to use it.
