desire 530 unlock network fail

i do this steps
unlock bootloader done
twrp flas done
s-off done
select special unlock / imei
copy files to sd clips for my phone model
insert sd clip in phone and putit in FTM mode
select simlock tool
it say failed to enable simlock
any help please?
