htc one mini don't goto RUU mode

hi all friends, i have 10 peaces htc one mini,alls have same isuue when powered on auto goto fastboot not run OS,and i flashed all by XTC2CLIP, but 3 phone don't goto RUU mode, command accepted but restart and again goto fastboot ,

when flash got this error
yeah i downloaded file its free, but in fastboot mode i got this error
