For S-OFF you have to use PowerAdapter first.

Please try with regular smart card in clip
Use direct mode tab for s-off than use special unlock tab for imei repair selecting correct model or m9e or m9plus model

s-off with power adapter or without ?
can u try imei repair selecting s9 in special unlock/repair tab

Hello,

Your phone is S-OFF, this is good.
Now go to "Special unlock/IMEI" and select A9 as a model. S9 is supported for many years.
Follow built-in instructions on the tab, please.

There is a "HTC Desire S9" option under the Special unlock/IMEI tab.
If you are stuck on "preparing to work", then to filesystem repair of your clip, copy files again and repeat the process please.

no it doesnt work
ii get the adapter i tought it will do imei repair easily but not....
s9u has sd card slot but its hard to fit xtc to the slot

Sir, what exactly is not working?

PowerAdapter cannot be used with this model, it's rather old.

Try to repair FS as I advised and repeat the process please.
Also, please INSERT regular smart-card into the XTC 2 Clip, I suppose you may have PowerAdapter connected, this way it wont work.
