Sometimes this happens because the SD Flex Cable is not properly inserted into the SD slot. What kind of phone are you working with. I know the HTC ONE M8's need the flex cable to be in that "sweet spot". Try unplugging and re plugging cable a bunch of times make sure it is in all the way. Try powering on your phone, go to the SD card storage settings and put in your Flex Cable. You should see SD storage size detect, then you can power off phone and unlock

XTC 2 Tool can read your phone information, not clip. Please try to understand how it works.

Surely it's me giving the tool the information ie IMEI number for the unlock code isn't it?
I can't help but feel like I'm trying to fix something that should have just worked.

You are not trying to fix anything, you just want a plug-and-play device, without even reading manuals, this is not a toy, but a professional device, and you can't send it "for refund" just because you don't want to learn how to use it.
You should not explain anything to your boss, you should learn how to use a tool, we have around 10k customers, and for these people "it works", strange, don't you think so?

So will you finally be so kind to explain WHICH MODEL are you trying to unlock (or maybe, S-OFF), and which stage do you get this error?

Great. Sorry, the process can be tricky sometimes even for us.

Glad that everything is fine
