If you read other success reports and instructions, you will see that it can be unlocked in MIUI 9 (need to find exact firmware). Of course you can't unlock it on any version. Downgrade at your own risk

You should also use Boot Patch and then try Fastboot Method.

use latest version of qcfire V4.9.1
Write patch file of redmi note 5 pro
screenblank but chk pc,should be detect fastboot after write patch file.
unlock by fastboot method
finally write full stock firmware
