But what if the user data is encrypted? Without decrypting it first, removing the keys would render the data useless, wouldn't it?

May be you just made post to increase count, instead of looking into real solution and its behaviour.

Disable Locks is has Disable word, because it just Disables Locks, so you can get your data out of device.
