If some older android (5.0, 5.0.1, 5.0.2), try KingoRoot to root it,
and enable diag port via ADB commands, or via some commercial box,
search to see which one supports it.

I checked in service manuals, there is no word about disabled download/boot mode.
It must be volume up+insert cable or volume down+insert cabe, or both volume+insert cable, on powered off device.
