that depends upon the phone actually.
if u have low end color hone i.e 3100/6610/6100/ etc which can only play midi files then u can use polyphonic midi editor. search the forum i have posted the links somewhere. just copy the notes and paste it again in lower corner so that many instances of files are working at once !!( 'thats how nokia has incresed the volume of do-mi-so)
if u are using high end phone i.e 6600/6630.3660/3550/7650 etc which can play wav files then u can use any wav editor i use nero wav editor and pump up the volume a bit. if u don't have it then u can use sound recorder included in your windows.
start>programmes>accesories>entertainment>sound recorder. load the sound and select increase volume.. save it and play !!!.

hope this will sav u r problems !!

Try the RingtoneStudio. There´s a build-in volume-feature.

If your phone used midi try MIDIFixer (Midi Enhancer). I used it if I encounter low voice polytones. Visit http://groups.yahoo.com/group/MobileUtilities_02/ and download.
