T191 - "Illegal oftware Loaded" - GSM-Forum

strange problem with one Motorola T191.
after turn ON phone show startup logo and after that "Illegal Software Loaded", all keys only beeps. The power key not work, to turn off phone must press top_left button (i tink left '.') phone shutdown.

i flash phone 3 time with 2 different SW (yes, after every flash i make eeprom set) - nothing, agian this message.

any idea ?
