What's the difference between Recovery ROM and Fastboot ROM?

Update : How to do fastboot command? Right? And flash Twrp recovery?
First unlock your phone offically ofcourse else you'll face unauth. account after boot.
Power off or hold power button if you are unable to power off your phone. this is force shut down.
Second hold vol -- and power button.
You see hmmm a bunny ? yeah . good
