What can change this is TWRP restore of backup (oeminfo, vendor, etc)
Possibly, but can't flash TWRP without enabling OEM unlocking and this can't be enabled on phone that doens't boot to system. I assume DC-Phoenix won't be able to flash custom or dumped oeminfo from other phone as well.

When flashing board software you had unchecked "not erase/write oeminfo" in dc-unlocker advanced window? It is enabled by default, i didn't touch it so far.

You should check by IMEI what was the original operator and try flashing that
I don't fully understand how Huawei names their firmwares. I checked by IMEI and it seems to be a phone from T-Mobile PL. I have no idea how to find firmware for any operator with that firmware database you linked before or using Firmware Finder (which probably is the same thing in different package).
