Now its Power up But i think it was Bad Cut

I can't Understand the Language But i think Now its came up to Insert Sim.
Bcoz i can Some TXT on Display...
"luften SIM kartinizi takin!

i think its asking for the Sim card.
and how can i change its lng to Eng.
*#9999# don't work 4 me.
