Try pressing power on the phone... Then do an INF, if it reads ok, click Restore Backup (or something similar to that, under Unlock stuff) then click Unlock...
That should reset the counter to the last backup...
It should do a backup automatically before the unlocking if you have switched PC's then check Progdata directory on the first PC you used to try and unlock this phone...
Once the backup is restored try again
