No, a disabled/barred phone can only be used again in the UK, if you change the IMEI number.

As the IMEI number is burned into the UEM chip permanently, you can only use the phone in the UK ever again by getting someone to reprogram the phone (that involves soldering out the UEM and fitting a new one and programming it with a new IMEI). But if you manage to reprogram the phone, the sticker on the back does not show the right IMEI, so you can't sell the phone.

In the UK, they made a stupid law that forbids reprogramming of phones :-(

But I can still unlock it, so you can sell the phone abroad or swap it with a barred phone from another country.
