Maybe someone can try this:

Unsolder UEM from phone and put it under X-Ray radiation.
X-Ray penetrates plastic package and resets memory cells.

(OTP PICs can be erased like this, because OTP PICs are not based
on fuse PROM, but is is just EPROM in plastic package instead of ceramic package and
without quartz windows to erase)

Fuse PROM is almost never used today, most OTP devices are just either protected
by security bits (called "fuses") or EPROM without erase possibility.

If UEM is EPROM-based, it should be erased by X-Ray radiation.
If it is EEPROM/Flash based, then there is no possibility to erase it using this method.
