downgrade to 13.5

are there any way to downgrade iphone 7 ios 13.5.1 to 13.5 or less
for jailbreak ?

13.5.1 is supported for jailbreak too but tethered.

but i need to bypass ilcoud at start up and i think in lower ios version i can do it.
