1, Download latest iTunes 12.5.5

2, Download latest iOS 10.2.1

Flash your device and then your problem will solved

I have the same issue with two iPhone 7 phones!
Yesterday i try yours instructions, the same issue! Impossible to activate iPhone :-(

Take back to apple as long as covered under warranty it will be swapped!

get factory unock and take back!!
I had second hand iphone, unlocked network 2 days it died, took to apple and got an replacement unlocked phone!!

Defo will help if you have correct network sim!

That is not simlock, it's Network lock by Apple,and not possible to swap that kind of phones in Apple!!

Once you put that kind of IMEI in GSX, you get insrant notification: Lost/Stolen device,return back to Apple Care!!

Impossible to change activation policy/swap or anything more

This phone was probably unlocked using worldwide method.
After apple figured out the unlocked devices using ww method they locked it back again.
So, u have to clean the history of the iphone.

I have an issue with iphone 6s close to this: When put on charge with genuine charger, it will just show "connect to itunes logo" and when connect to pc it does not detect on latest itunes except in DFU mode. Then when i try to load IOS, it aborts after a few minutes with an error 4005. It will not restore !!! Heeeeeeeelp !!!
