Should be possible to do IMEI repair for it on HCU via tp.

Which loader you choose please? Could you add screenshot of device manager before you use hcu to see if phone appears correctly, as not it seems you start from fastboot. Otherwise if problem is not loader or something else, then you may need to flash modem secure partition: https://www.dc-unlocker.com/modem-secure-flash
