Looks like dll files are missing. They must be in same folder where dc-phoenix exe.
If not there, try to redownload dc-phoenix.

Path is "F:\!SOFT_4_PHONES\HCU\DCPhoenix_v164". Run as admin didnt help. Win10 pro 20H2 64bit

I try use SFC and DISM and all is ok with windows files. Reinstal all visual c++redistributable. Disable Nod32 and firewall and all not help to solve this. DC Phoenix always give error with or without dongle and not run. dc-unlocker2client and HCU open and work good only problem with DC Phoenix.

I try this but not solve problem. I try uninstall ativirus and disable firewall. Reinstall all visual c++ redistributable all new releases and all old releases. Fix windows files by SFC and DISM. Disable all programs from windows start and all loaded from msconfig. All this steps not solve problem. I found some solution. I create new Windows User with Admin rights. After login to new user DC Phoenix software start in the same Windows 10 system. After I disable admin reights for new user and try run DC phoenix software and enter my primary admin account password get the same rutime error 217. Anyone known how solve this for my primary Windows user? Where else can I look for the cause of this problem? I will be grateful for any suggestions.

Yes, launching software as administrator from the right-click menu gives the same error. When I create standart new windows user withowut admin rights. Logout from my primary account and login to my new account and try right-click menu and run as admin the same error. But when I create new admin user an try open software normal without right-click software normal run without error.
