in which mode? manufacturer or testpoint

Always refer to table of supported models and features, it shows up to what version and in what mode service is provided Supported Huawei models & features Read code available for specific phones and their android versions.

In what modes it is possible to flash it see here https://www.dc-unlocker.com/supportedmodelsdcpx.php it would be method 1/step 1 from DC-phoenix guide.

It is in HCU directory, but first you need to detect another device that is based on same cpu/chip, only then certificate file will be stored/saved for repair of damaged device.
