If device stuck in Huawei usb com 1.0 then could try using loader from DC-phoenix oeminfo tab and see if after using/flashing it, device enters fastboot, monitor device manager.

after loader device enters fastboot but after finishing flashing device goes back to usb 1 mode

What file are you flashing after it enters fastboot? Or it just goes back to USB COM 1.0 after flashing loader?

I have tried several board firmwares after flashing on fastboot it always goes back to usb 1 mode hcu says missing signed files in secure partition, I have restored oem info and other backup files such as modem etc but no luck device remains on usb 1 mode

HCU won't do any good for bricked mobile. If your phone can not be flashed with your board firmware that you have or any of ours then it's not a good sign. Send screenshot of DC-phoenix when you flash with one of our board firmwares for it. Might be damaged beyond repair by software.
