Tou can try to change that only on HCU and then by flashing on dc-phoenix i guess.

I don't know enough about this yet... am still learning, but I have a Chinese Huawei Mate 8, and wondering if I can convert it to an English language? Would this tool do it? I have the English keyboard already setup on it, but Chinese language appears in so many other areas of the phone.

If it runs android 7 you could easily repair vendor/country/model on HCU and then flash firmware matching those details.
