This is tested so many times , format device , change method of jailbreak and try again , Make sure your iDevice is not network locked !

wipe everything ie " Erase all contents and settings"
Put Sim card, at "hello" setup screen, do you see network towers or no service?

As long as 1 users has succeed then error not in Dongle ,Dongle or tool programmed with 1 code for all !
