1st as for unlocked bootloader you can root device and use direct translate and add lunguage etc... or you can unpack firmware and use your modification & repack firmware again and flash it by eft dongle If this is not available root this feature for samsung device ,about locked bootloader like AT@T, VERIZON etc... dont worry we have always provide new root in our eft dongle .
