Activation Not Possible


Hello community,

Got a problem activating a iPhone 8.
No iCloud, FMI is off
I tried to restore my iPhone with iTunes to factory settings. (Newest iOS 12.1) Everything seems to work great but when I try to activated a message appears That tells me that update is necessary.
Message (translated out of German):
“Activation is not possible ! For activation of this iPhone a update is necessary. Further information at apple support“
iTunes shows the following message :
“ this iPhone couldn’t be activated because the information about the activations couldn’t be read from the device. Disconnect the iPhone an insert a valid Sim card correctly and tried to connect afterwords you iPhone again”
I tried with DFU Mode and with recovery mode to restore. Tried several times and even on several computers but every time the same problem.
I made pictures of the messages on the iPhone it in iTunes to point
But I don’t know exactly how to word this pictures here
