if you pay him via paypal you can ask paypal to refund your money just email them prof. that you didn't receive any thing they just charge you a small cent i have done that before

I Have Paid from Indian Bank to His Indian Bank
Our Deal was , he would pay me PayPal Money
But he did not pay me PayPal Money Also not pay me Indian Money
