1100 2.8v on display connector on board - GSM-Forum

i have a 1100 nokia which shows 2.8 v on the board on display connector, even on those points where it should show 1.8v , any solution . it is not water logged but fallen piece

i have nokia 2600 set.display connector is broken from the ckt board,how can i connect the lcd? i not found the 'RESX' pin2 of lcd.any can help me.
