Take your time to see if the pcb is not liquid damaged, as this is usually the case with phones that have torch since users are likely to drop them in water or otherwise. You need to be sure that the LEDs are well connected to their respective leads on the board as if either of the two has an open circuit, this will affect the lighting system and so the light will not come on. In cases like this, you need to be sure that there is no open circuit, the LCD us okay, the flex is good for models that use flex like 1200 and 1209. It is only after this that you can think of the light IC or the light driver coil.
