compare simcard socket's current using a multi tester from a good phone, probably a cut line

This problem can be solved without sim card.
Every line ,except ground course, pulses five times from gnd to 5V when you press power button. Check them with osciloscope to see what line is missing.
3 reasons: CCONT, MAD or discret elements like resistors or capacitors.

i think u need to check tracks to sim ic with a working phone. Bridge as needed, else replace sim ic (EC61).
