E5 no signal show "call not allowed" when call

Hiii Experts,,
I have got one E5 which has no signal,, search manually no provider found.. when press call button it shows " call not allowed"..
If anobody know any Solution plzz share ,, thanks in advance

bro,, phone can be full flash only with usb but can not connect by f-bus. So i cant write pm, it shows local mode but error in check and no info is coming.. plz if any one have a good solution share here ,,

I tried many things, such as Flashing, Downgrading etc but the problem still exists... tho the worse part is every thing looks just fine, hopefully someone will find a solution to our situation...
