Some Boxes can change IMEI without changing UEM.
1. Alibaba Box
2. DCT4 Box
but these boxes cant support WD2 or BB5 or latest DCT 4 phones until they become old. Updates R available

You can change the IMEI only for DCT 4 ASIC 2.
To do this you can use JAF or UFS.

But the IMEI will reapear if somebody will reflash the phone. It is just a patch.

Bear in mind that changing the IMEI is ilegal in most of the countries.
